LEGAL NOTICE
TOWN MEETING
TOWN OF WESTBROOK, CONNECTICUT
The legal voters of the Town of Westbrook, Connecticut and all others qualified to vote on matters of said Town are hereby notified and warned that a Special Town Meeting will be held on October 10, 2023 in the Multi-Media Room of the Mulvey Municipal Center, 866 Boston Post Road, Westbrook, Connecticut, at 7:00 p.m., to consider and act upon the following resolutions:
Item 1: To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:
RESOLVED: that a sum not to exceed $1,077 be appropriated from the Unassigned Fund Balance to cover the cost of energy efficiency controls at the Library.
Item 2: To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:
RESOLVED: that a sum not to exceed $28,002.00 be appropriated from Contingency to the Public Works Grounds Maintenance account for beach clean-up due to storm damage.
Item 3: To consider and act upon the following, as recommended by the Board of Selectmen:
RESOLVED: That the sum of $1.00 is hereby appropriated from the Open Space Fund for the purpose of acquiring 393 Fairview Road (.6 acre lot) from Toby Hill Associates, LLC.
Item 4: To consider and act upon the following, as recommended by the Board of Selectmen:
RESOLVED: That the Ordinance establishing the Police Advisory/Parking Authority (PA/TA) (Section 11-21) be deleted from the Westbrook Code of Ordinances.
Item 5: To consider and act upon the following, as recommended by the Board of Selectmen:
RESOLVED: That the Town of Westbrook shall enter into a purchase and sale agreement in the amount of one hundred ninety thousand dollars ($190,000.00) for the property located at 558 Horse Hill Road, Lot 2 for the purposes of Open Space conservation.
Item 6: To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:
RESOLVED: That the First Selectman is hereby authorized to accept a grant in the amount of $5,000 and $6,547.80 from the State of Connecticut Emergency Management Program for costs related to supporting emergency management mission areas, and said amounts are hereby appropriated for such use.
Item 6: To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:
RESOLVED: That an amount not to exceed $70,000 be appropriated from Contingency to the Facilities Regular Wages line for the purpose of funding the salary of the Assistant Facilities Manager.
“In accordance with American with Disabilities Act, Final Rule 1994 for State and Local Government Facilities, Special Accommodations will be provided upon notification to agency within a reasonable time of such need.”

I HEREBY CERTIFY that on the 28th day of September ,2023, I posted a written copy of the attached warning and notice of a Special Town Meeting upon all the signposts of the Town of Westbrook and all other places designated by the Town.
I FURTHER CERTIFY that on the 28th day of September 2023, I caused the attached warning and notice of a Special Town Meeting of the Town of Westbrook to be filed with Joan Angelini its Town Clerk.
I FURTHER CERTIFY that on the 28th day of September,2023, I caused a copy of said warning and notice to be published in the Harbor News having circulation within the Town of Westbrook.
I FURTHER CERTIFY that the above acts were done by me at least five days before the holding of said meeting on October 10, 2023.
