LEGAL NOTICE

TOWN MEETING

TOWN OF WESTBROOK, CONNECTICUT

 

The legal voters of the Town of Westbrook, Connecticut and all others qualified to vote on matters of said Town are hereby notified and warned that a Special Town Meeting will be held on November 14, 2022, in the Multi-Purpose Room of the Mulvey Municipal Center, 866 Boston Post Road, Westbrook, Connecticut, at 7:00 p.m., to consider and act upon the following resolutions:

 

Item 1:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That the First Selectman is hereby authorized to accept a grant from the Westbrook Foundation in the amount of $10,735.00, to be used to preserve the Stannard family Small-Pox Cemetery, and said amount is hereby appropriated for such purpose.

 

Item 2:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That the First Selectman is hereby authorized to accept a grant from the Westbrook Foundation in the amount of $9,406.94, to be used for the purchase of amenities and the installation of a water line for the Dog Park, and said amount is hereby appropriated for such purpose.

 

Item 3:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That the First Selectman is hereby authorized to accept a grant from the Westbrook Foundation in the amount of $1,787.50, to be used for the construction of a timber bridge and signage in the Town Forest, and said amount is hereby appropriated for such purpose.

 

Item 4:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That the First Selectman is hereby authorized to accept a grant from the Westbrook Foundation in the amount of $20,000, to be used for heating assistance to eligible Westbrook residents, and said amount is hereby appropriated for such purpose.

 

Item 5:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That a sum not to exceed $9,000.00 be appropriated from Contingency to the Small Marine Boat Capital Project to facilitate the purchase of a Marine Patrol/Harbor Boat.

 

Item 6:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That a sum not to exceed $26,392.00 be appropriated from the American Rescue Plan Act Grant to the West Beach Jetty Capital Project to facilitate the Jetty Reconstruction Project.  

 

Item 7:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That the STEAP Grant (Small Town Economic Assistance Program) from the State of Connecticut for the purpose of installing sidewalks on Boston Post Road, east to the Old Saybrook Town line, in the amount of $486,000.00 is hereby accepted and that the First Selectman is hereby authorized to execute said grant on behalf of the Town of Westbrook, and the amount up to $486,000.00 is hereby appropriated from the STEAP Grant to the STEAP 2022 Capital Project for such purpose.

 

Item 8:  To consider and act upon the following, as recommended by the Board of Selectmen and Board of Finance:

 

RESOLVED:  That the REVISED Small Cities Grant from the State of Connecticut for the purpose of the Worthington Manor Public Housing Modernization project, in the amount of $1,530,000.00 is hereby accepted and that the First Selectman is authorized to execute said grant on behalf of the Town of Westbrook.  

 

“In accordance with American with Disabilities Act, Final Rule 1994 for State and Local Government Facilities, Special Accommodations will be provided upon notification to agency within a reasonable time of such need.”

            I HEREBY CERTIFY that on the 2nd day of November,2022, I posted a written copy of the attached warning and notice of a Special Town Meeting upon all the sign posts of the Town of Westbrook and all other places designated by the Town.

 

            I FURTHER CERTIFY that on the 2nd day of November,2022, I caused the attached warning and notice of a Special Town Meeting of the Town of Westbrook to be filed with Joan Angelini its Town Clerk.

 

            I FURTHER CERTIFY that on the 2nd day of November,2022, I caused a copy of said warning and notice to be published in the Harbor News having circulation within the Town of Westbrook.

 

            I FURTHER CERTIFY that the above acts were done by me at least five days before the holding of said meeting on Monday, November 14, 2022.
