Special Town Meeting

LEGAL NOTICE

TOWN OF WESTBROOK

 

The legal voters of the Town of Westbrook, Connecticut and all others qualified to vote in meetings of said Town are hereby notified and warned that a Special Town Meeting will be held in the Multi Purpose Room of the Teresa Mulvey Municipal Center, 866 Boston Post Road, Westbrook, CT on Monday, June 13, 2022 at 7:00 p.m. to consider and act on the following resolutions:

 

Item 1.  To consider and act upon the following, as recommended by the Board of Selectmen (BOS) and Board of Finance (BOF):

 

RESOLVED:  That a sum not to exceed $81,000 be appropriated from the FY22/23 General Fund Capital Contribution to the Information Technologies (IT) project for the purpose of upgrades to the Town’s IT infrastructure.

 

Item 2.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $30,000 be appropriated from the FY22/23 General Fund Capital Contribution to the Assessor for the cost of the next State mandated Revaluation.

 

Item 3.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $74,000 be appropriated from the FY22/23 General Fund Capital Contribution to the Police Department for the purpose of the purchase of a replacement police vehicle.

 

Item 4.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $41,000 be appropriated from the FY22/23 General Fund Capital Contribution to the Police Department for the purpose of the purchase of a Police boat able to access areas north of Route 1 bridges.

 

Item 5.  To consider and act upon the following resolution, as recommended by the BOS and BOF: 

 

RESOLVED:  That a sum not to exceed $370,800 be appropriated in the amount of $348,800from the FY22/23 General Fund Capital Contribution and $22,000 from the Undesignated General Fund Balance to Public Works Paving Program Project for the purpose of paving projects as determined by the Public Works Director.

 

Item 6.  To consider and act upon the following, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $260,000 be appropriated from the FY22/23 General Fund Capital Contribution to Public Works for the purpose of West Beach Jetty reconstruction.

 

Item 7.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $65,000 be appropriated from the FY22/23 General Fund Capital Contribution to Public Works for the purpose of fleet replacement as determined by the Public Works Director.

 

Item 8.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $12,000 be appropriated from the FY22/23 General Fund Capital Contribution to Public Works for the purpose of small equipment replacement (sand spreaders, plows, etc.).

 

Item 9.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $135,100 be appropriated from the FY22/23 General Fund Capital Contribution to Facilities for the purpose of general repairs to Town facilities.

 

Item 10.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $8,630 be appropriated from the FY22/23 General Fund Capital Contribution to Facilities for the purpose of energy efficient projects (lighting @ Riggio and Academy Buildings).

 

Item 11.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $200,000 be appropriated from the Undesignated General Fund Balance to the Planning, Zoning & Development Sidewalk Improvement Construction Project for the purpose of the installation of sidewalks as determined by the department.

 

Item 12.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $20,000 be appropriated from the Undesignated General Fund Balance to Planning, Zoning & Development for the purpose of rewriting the Subdivision Regulations.

 

 

Item 13.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $50,000 be appropriated from the Undesignated General Fund Balance Contribution to the Planning, Zoning & Development for the purpose of Resiliency Planning.

 

Item 14.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $50,000 be appropriated from the FY22/23 General Fund Capital Contribution to the Conservation Commission for the purpose of Open Space acquisition.

 

Item 15.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $25,000 be appropriated from the FY22/23 General Fund Capital Contribution to the Harbor Commission for the purpose of Harbor dredging as necessary.

 

Item 16.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $50,000 be appropriated from the Undesignated General Fund Balance to the Water Pollution Control Authority for the purpose of design, installation and monitoring of septic systems on town owned properties.

 

Item 17.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $125,000 be appropriated from the Undesignated General Fund Balance to Park & Recreation for the purpose of the development of engineering and preliminary design of a Community Center.

 

Item 18.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $43,000 be appropriated from the Board of Education (BOE) Capital Reserve Fund to the BOE for the purpose of replacing fan coils at the High School.

 

Item 19.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $48,500 be appropriated from the BOE Capital Reserve Fund to BOE for the purpose of repairing the High School Tennis Courts.

 

Item 20.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $35,000 be appropriated from the BOE Capital Reserve Fund to the BOE for the purpose of replacing the score board at the High School.

 

Item 21.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $15,500 be appropriated from the BOE Capital Reserve Fund to the BOE for the purpose of replacing the air handling units at Daisy Elementary School.

 

Item 22.  To consider and act upon the following resolution, as recommended by the BOF:

 

RESOLVED:  That a sum not to exceed $43,500 be appropriated from the BOE Undesignated Capital Account for the purpose of removing and replacing the rooftop air handling unit installed above the Middle School cafeteria.

 

Item 23.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $1,607 be appropriated from the Police Dept. Training and Education account to the Rifle Purchase Capital Project to cover a deficit in the completed Rifle purchase Capital project. 

 

Item 24.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $259 be appropriated from the Fire Dept. account to the Pump Replacement Capital project to cover a deficit in the completed project.

 

Item 25.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $6,716 be appropriated from the Public Works Grounds Maintenance account to the 2019 Pickleball Court Capital project to cover a deficit in the completed project.

 

Item 26.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $3,327 be appropriated from the Undesignated Fund Balance to the Facilities General Capital Repairs Capital project to cover a deficit in the completed project.

 

Item 27.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $1,858 be appropriated from the Recreation Printing Services to the Ted Lane Basketball Court Capital project to cover a deficit in the completed project.

 

Item 28.  To consider and act upon the following resolution, as recommended by the BOS and BOF:

 

RESOLVED:  That a sum not to exceed $961 be appropriated from the Zoning Legal Services account to Zoning Regulations Capital project to cover a deficit in the completed project.

I HEREBY CERTIFY that on the 1st day of June 2022, I posted a written copy of the attached warning and notice of a Town Meeting upon all the sign posts of the Town of Westbrook and all other places designated by the Town.

 

I HEREBY CERTIFY that on the 1st day of June, 2022, I caused the attached warning and notice of a Town Meeting of the Town of Westbrook to be filed with Joan Angelini, its Town Clerk.

 

I FURTHER CERTIFY that on the 1st day of June, 2022, I caused a copy of said warning and notice to be published in the Harbor News having circulation within the Town of Westbrook.

 

I FURTHER CERTIFY that all of the above acts were done by me at least five days before the holding of said meeting on June 13, 2022
