Legal Notice

LEGAL NOTICE

TOWN OF WESTBROOK, CONNECTICUT

 

The legal voters of the Town of Westbrook, Connecticut and all others qualified to vote in meetings of said Town are hereby notified and warned that a Special Town Meeting will be held in the Multi Purpose Room of the Mulvey Municipal Center, 866 Boston Post Road, Westbrook, Connecticut on Thursday, June 17, 2021 at 7:00 p.m. to act on the following matters:

Item 1:  To approve, as a qualifying community program pursuant to the Neighborhood Assistance Tax Credit Program, a proposed energy conservation project to be undertaken by the Valley Shore YMCA, as set forth in its Form NAQA-01 which is on file in the Town Clerk’s office for public inspection.

Item 2:  To approve, as a qualifying community program pursuant to the Neighborhood Assistance Tax Credit Program, a proposed energy conservation project to be undertaken by the Westbrook Congregational Church, as set forth in its Form NAQA-01 which is on file in the Town Clerk’s office for public inspection.

Item 3:  Resolved that a sum not to exceed $20,000 be appropriated from the FY22 General Fund Capital Contribution to the Information Technology Projects for various IT infrastructure upgrades.  Funds will be accumulated and drawn down as needed when approved projects arise, as recommended by the Board of Selectmen and Board of Finance.

Item 4:  Resolved that a sum not to exceed $30,000 be appropriated from the FY22 General Fund Capital Contribution to the Assessor Revaluation Project for the cost of the next full revaluation, as recommended by the Board of Selectmen and Board of Finance.  Funds will be accumulated and drawn down as needed when approved projects arise, as recommended by the Board of Selectmen and Board of Finance.

Item 5:  Resolved that a sum not to exceed $11,000 be appropriated from the FY22 General Fund Capital Contribution to the Police Rifles Purchase Project for the purpose of purchasing rifles and associated storage equipment for the Police Department, as recommended by the Board of Selectmen and Board of Finance.

Item 6:  Resolved that a sum not to exceed $35,000 be appropriated from the FY22 General Fund Capital Contribution to the Police Cruiser Project for the purpose of purchasing a replacement police vehicle, as recommended by the Board of Selectmen and Board of Finance.

Item 7:  Resolved that a sum not to exceed $112,707 be appropriated from the FY22 General Fund Capital Contribution to the Fire SCBA Project for the purpose of replacing SCBA in the department, as recommended by the Board of Selectmen and Board of Finance.

Item 8:  Resolved that a sum not to exceed $36,000 be appropriated from the FY22 General Fund Capital Contribution to the Fire Marshal Vehicle Project for the purpose of purchasing a new vehicle for the Fire Marshal, as recommended by the Board of Selectmen and Board of Finance.

Item 9:  Resolved that a sum not to exceed $10,000 be appropriated from the FY22 General Fund Capital Contribution to the Emergency Management Two Way Radio Battery Replacement Project for the purpose of replacing the remaining two-way radio batteries, as recommended by the Board of Selectmen and Board of Finance.

Item 10:  Resolved that a sum not to exceed $600,000 be appropriated in the amount of $28,293 from the FY22 General Fund Capital Contribution and $571,707 from the Undesignated General Fund Balance to the Public Works Paving Program Project for the purpose of yearly road paving, as recommended by the Board of Selectmen and Board of Finance.   

Item 11:  Resolved that a sum not to exceed $255,000 be appropriated from the FY22 General Fund Capital Contribution to Public Works West Beach Jetty Repair Project for the purpose of repairing two West Beach jetties, as recommended by the Board of Selectmen and Board of Finance.

Item 12:  Resolved that a sum not to exceed $210,000 be appropriated from FY22 General Fund Capital Contribution to Public Works Fleet Replacement Project for the purpose of replacing a John Deere Loader, as recommended by the Board of Selectmen and Board of Finance.

Item 13:  Resolved that a sum not to exceed $12,000 be appropriated from the FY22 General Fund Capital Contribution to Public Works Small Equipment Project for the purpose of purchasing two small sand spreaders, as recommended by the Board of Selectmen and Board of Finance.

Item 14:  Resolved that a sum not to exceed $125,000 be appropriated from the FY22 General Fund Capital Contribution to Facilities Town Buildings – General Capital Repairs Project for the purpose of repairing and maintaining all Town buildings as outlined in the department’s budget request, as recommended by the Board of Selectmen and Board of Finance.

Item 15:  Resolved that a sum not to exceed $50,000 be appropriated from the FY22 General Fund Capital Contribution to Facilities Library – Natural Gas Conversion Project for the purpose of installing natural gas as the heating source in the Library, as recommended by the Board of Selectmen and Board of Finance.

Item 16:  Resolved that a sum not to exceed $50,000 be appropriated from the FY22 General Fund Capital Contribution to Facilities Town Buildings – Energy Efficiency Project for the purpose of installing energy efficient lighting throughout Town buildings, as recommended by the Board of Selectmen and Board of Finance.

Item 17:  Resolved that a sum not to exceed $20,000 be appropriated from the FY22 General Fund Capital Contribution to Facilities Plan Project for the purpose of conducting a comprehensive facility plan for all Town buildings, as recommended by the Board of Selectmen and Board of Finance.

Item 18:  Resolved that that a sum not to exceed $175,000 be appropriated from the FY22 General Fund Capital Contribution to the Planning, Zoning & Development Sidewalk Improvement Program Project for the purpose of continuing a sidewalk improvement program.  Funds will be accumulated and drawn down as needed when approved projects arise, as recommended by the Board of Selectmen and Board of Finance.

Item 19:  Resolved that a sum not to exceed $40,000 be appropriated from the FY22 General Fund Capital Contribution to the Planning, Zoning & Development Subdivision Regulation Rewrite Project for the purpose of updating the subdivision regulations, as recommended by the Board of Selectmen and Board of Finance.

Item 20:  Resolved that a sum not to exceed $5,000 be appropriated from the FY22 General Capital Fund Contribution to the Planning, Zoning & Development Plan of Conservation and Development Project for the purpose of completing the Town’s Plan of Conservation and Development, as recommended by the Board of Selectmen and Board of Finance.

Item 21:  Resolved that that a sum not to exceed $25,000 be appropriated from the FY22 General Fund Capital Contribution to the Harbor Commission Dredging Project for the purpose of dredging projects in Westbrook Harbor.  Funds will be accumulated and drawn down as needed when approved projects arise, as recommended by the Board of Selectmen and Board of Finance.

I HEREBY CERTIFY that on the 10th day of June, 2021, I posted a written copy of the attached warning and notice of a Town Meeting upon all the sign posts of the Town of Westbrook and all other places designated by the Town.

I HEREBY CERTIFY that on the 10th day of June, 2021, I caused the attached warning and notice of a Town Meeting of the Town of Westbrook to file with Joan Angelini, its Town Clerk.

I FURTHER CERTIFY that on the 10th day of June 2021, I caused a copy of said warning and notice to be published in the Harbor News having circulation within the Town of Westbrook.

I FURTHER CERTIFY that all of the above acts were done by me at least five days before the holding of said meeting on June 17, 2021.
