Subject: Virtual Public Information Meeting Confirmation
               Project No. 0154-0125

Rehabilitation of Bridge No. 00230 Carrying Willard Ave over 1-95 Bridge No. 00230

Town of Westbrook

This is to confirm with your office the scheduling of a Virtual Public Information Meeting to be presented by the Department of Transportation (Department) concerning the subject project. The meeting will be held on Thursday, September 3, at 5:30 p.m. Instructions on how to access the meeting and on other details can be found at the project webpage:

A copy of the Notice of Public Information Meeting, which contains a brief description of the proposed project, is transmitted herewith (click here). Prior to the scheduled meeting, a member of the DOT project team will also provide the Town of Westbrook with a copy of the project display materials for posting to the Town of Westbrook website.

Also enclosed for your distribution to interested parties, is a copy of the Public Information Meeting display ad, which will be published in the Harbor News on August 20th and August 27th.  (click here)

The live stream of the formal presentation will begin at 5:30 p.m. The project is identified as State Project No. 0154-0125.

The purpose of the project is to address the poor condition of the existing deck. According to the most recent inspection report dated September 23, 2019, the concrete deck was rated to be in poor condition (rating 4) and exhibits extensive spalling due to shallow reinforcement on the deck underside. The overall underside of deck deterioration is 9.9% with a maximum of 22.3% in span

Additional structural repairs and beam painting will be needed to rehabilitate the existing rolled steel girders that are currently rated to be in fair condition (rating 5). The girders exhibit areas of moderate rust along the girder bottom flanges and diaphragms as well as the area between the girder top flange and end diaphragms. Due to the extensive damage to the deck, Project No. 0154-0125 has been scoped as a deck replacement with full beam painting. Under the proposed project, there will be a 10 week road closure and associated detour in the summer of 2022 to facilitate the replacement of the deck of Bridge No. 00230. Link slabs will be constructed in order to remove the joints over the existing piers to limit future maintenance.

Right-of-way impacts associated with the proposed project are not anticipated.

Construction is anticipated to begin in spring 2022 based on the availability of funding, acquisition of rights of way and approval of permit(s). The estimated construction cost for this project is approximately $5 million. This project is anticipated to be undertaken with 80 percent Federal Funds and 20 percent State funds.

The public informational meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project.
